ProfessionalPosition Purpose: The Research Analyst Legal Affairs Sr. position reviews and analyzes and summarizes new and existing state and federal legislation and regulations impacting the assigned division. This position provides support for contract-related matters, ongoing regulatory compliance and other research projects as assigned. The Sr. Analyst is also responsible for drafting provider agreements and amendments, performing detailed language analysis of all designated contracts and reviewing provider agreements to ensure quality control, compliance with State and Federal regulations as well as accreditation standards, and compliance with internal Health Net operations, products and financial arrangements.
Acts as an expert resource for regulatory (state and federal) requirements of the assigned division, its products, services and jurisdictions.
Conducts research into a wide variety of issues handled by the Legal Department; determines data sources and relevance of findings and synthesizes information; evaluates findings and draws logical conclusions; presents quantitative and/or qualitative information in a clear and concise fashion.
Reviews and analyzes current and pending state and federal legislative activity in support of managing changes impacting health care to Government Services business lines. Researches, analyzes and interprets various complex issues using a variety of tools to support ongoing regulatory compliance.
Researches, writes and presents memoranda of law on a wide variety of subjects and issues.
Drafts provider agreements and amendments to comply with applicable laws and regulations.
Adheres to Health Net contracting policies, procedures and financial guidelines.
Coordinates contract development in support of contracting strategies of the Provider Contracts Department.
Performs written detailed language analyses of all designated provider agreements and determines if language changes are acceptable and compliant with State and Federal laws, accreditation standards, internal Health Net operations, products and financial requirements, and creates alternative language.
Works with Legal Department and senior management of appropriate departments to ensure proper approvals are obtained from impacted departments prior to contract execution.
Maintains contract templates and amendments and ensures templates are compliant with State and Federal law, internal Health Net operations, products and financial requirements.
Performs other duties as assigned.
Education/Experience: Bachelor’s Degree in Management, Business, Government or related field. Minimum five years related experience, preferably in healthcare; strong research and analysis background preferred. Background drafting provider agreements/amendments preferred.
License/Certification: Paralegal certificate preferred
Provide public policy analytic support and strategic insights, including regulatory analysis of proposed and enacted public policies and legislation. Focus on commercial insurance public policy (e.g., legislation, regulations, and other federal and state-level guidance) and strategy. Monitor proposed legislation and policies and also track outcomes of implemented policies at the federal and state level.
Education/Experience: Bachelor’s degree in health policy, public affairs, healthcare management, public health, public administration, or relevant discipline
